Guide on ITS procurement in the EU

Co-authoring a guide for European cities on best practices procuring Intelligent Transport Systems (ITS)

2020 - 2021


MORE LION contributed to the development of a guidance note aimed at supporting European cities in the procurement of Intelligent Transport Systems (ITS), commissioned by the European Investment Bank. The note addresses common challenges faced by local authorities, such as a lack of strategic alignment, interoperability issues, vendor lock-in, and technical difficulties during implementation. These challenges often lead to delays, increased costs, and underperforming systems.


The guidance provides:

  • Strategic context: Advice on defining the purpose and objectives of ITS systems to align with broader mobility goals.

  • Best practices in procurement: Recommendations to ensure modularity and interoperability, reducing the risk of vendor lock-in.

  • Implementation insights: Guidance on avoiding technical pitfalls, managing costs, and ensuring system performance.

  • Data utilization: Strategies to maximize the reuse of ITS data for other applications, fostering innovation and efficiency.


This technical note equips local authorities with practical tools and recommendations to enhance their procurement processes. It also provides a framework for seeking EIB technical advisory services or financial support for implementing ITS investments, ensuring smarter, more sustainable urban mobility systems across Europe.
