Mobility budget for citizens

A pilot project by the cities of Hasselt and Leuven, giving a mobility allowance to citizens.

2023 - 2025

The cities of Hasselt and Leuven launched a Mobility Budget Pilot to explore the potential for a broader rollout in urban areas. This initiative focuses on providing targeted support to people in mobility poverty and other specific groups, making sustainable transportation more accessible.

By replacing traditional discounts or benefits like free bus passes or taxi vouchers — often limited to one mode of transport and requiring extensive administration — the mobility budget offers a flexible, inclusive alternative. Through a single app, a few hundred participants can access various mobility services, from shared bikes over car sharing to public transit.

MORE LION played a key role by analyzing the MaaS (Mobility-as-a-Service) market, identifying potential players and opportunities, and conducting the data analysis for the experiment. The insights from this project will help shape more inclusive and efficient urban mobility policies and define if a possible big scale roll-out in the city / cities is feasible and useful.
